‘Where Is Chibuzo?’ RULAAC replies Soludo’s Security Adviser, Ken Emeakayi

The Rule of Law and Accountability Advocacy Centre (RULAAC) has challenged Anambra State Governor Chukwuma Soludo’s Special Adviser on Community Security, Ken Emeakayi, to explain the whereabouts of Chibuzo, a wounded gatekeeper reportedly shot and taken away during a security operation involving personnel of a state security outfit.

RULAAC said Emeakayi’s response to its concerns over the arrest of Jude Nwoye Anokwu failed to address critical questions about the operation, particularly the fate of the gatekeeper, whose whereabouts and medical condition remain unknown.

“Most urgently, where is Chibuzo? Who shot him? Who took him away? Is he alive, and has he received medical treatment?” RULAAC Executive Director, Okechukwu Nwanguma, asked in a statement responding to Emeakayi.

Nwanguma said the response did not deny the involvement of personnel of the security outfit but failed to disclose the legal basis for the operation, the identities of the operatives involved, the allegations against those arrested or the location and condition of Chibuzo.

He added that the response also failed to address allegations that Anokwu’s residence was vandalised, its CCTV installation destroyed, and his vehicle and personal belongings removed during the operation.

RULAAC insisted that these issues required immediate clarification and could not be left until a proposed meeting with the leadership of Achalla community scheduled for Friday, October 23, 2026.

The organisation welcomed Emeakayi’s invitation to the meeting and said it was willing to attend and listen to all sides. However, it maintained that the proposed engagement could not replace the authorities’ responsibility to account for the operation and address the allegations surrounding it.

Nwanguma also clarified that Emeakayi did not formally send his response to RULAAC, explaining that the organisation obtained the document from a journalist whom the governor’s aide had contacted for a reaction.

He defended RULAAC’s earlier alert, saying it clearly distinguished allegations from established facts and called for clarification and an impartial investigation.

According to him, raising questions about the incident was a legitimate response to serious allegations involving a government controlled security outfit and a citizen whose whereabouts remained unknown.

RULAAC expressed concern over what it described as similarities between the latest incident and Anokwu’s arrest in July 2025, which the organisation said was reportedly instigated by interests connected with the same land dispute.

According to Nwanguma, Anokwu was taken from Anambra State to the Zone 2 Command in Lagos following the earlier arrest and accused of serious offences, including alleged links with the Indigenous People of Biafra (IPOB) and the Eastern Security Network (ESN).

He said Anokwu was subsequently released following RULAAC’s intervention and a review of the case by the then Assistant Inspector General of Police.

Nwanguma argued that the recurrence of similar accusations involving the same interests raised concerns about the possible manipulation of security institutions to intimidate Anokwu and dispossess him of his family land.

However, RULAAC clarified that it had not declared Anokwu innocent of every possible allegation, stressing that any genuine criminal accusation must be supported by credible evidence, investigated impartially and handled in accordance with the law.

“Neither terrorism allegations nor community-security structures should be used as weapons in a private land dispute,” the organisation stated.

RULAAC called on the Anambra State Government and the leadership of the security outfit to take immediate steps to address the concerns raised over the operation.

The organisation demanded that the authorities disclose; Chibuzo’s whereabouts and medical condition, explain the circumstances in which he was reportedly shot and taken away, state the legal and factual basis for the security operation, grant Anokwu and the other detainees access to their lawyers and families and identify the agency currently holding each person arrested.

It also demanded that the authorities Investigate allegations of vandalisation and the removal of property from Anokwu’s residence, charge the detainees before a competent court if credible evidence exists against them or release them without delay if there is no lawful basis for their continued detention.

RULAAC reiterated its willingness to attend the proposed meeting with Achalla community leaders but insisted that the authorities must urgently answer questions surrounding the operation.

“Engagement cannot replace accountability, and an invitation to a future meeting cannot answer the immediate question: Where is Chibuzo?” Nwanguma said.
