NIN enrolment grows to 92.63m, up from 1.95m in a month

National Identification Number (NIN) enrolment increased to 92.63 million in November, up 1.9 million on 90.68 million in October, according to the latest figures released by the National Identity Management Commission (NIMC).
Males account for 52.1 million (56 per cent) and females 40.5 million (44 per cent).
Lagos has the highest enrolment with 10.3 million, followed by Kano (8 million).
Others in the top 10 are
- Kaduna – 5.4 million
- Ogun – 3.8 million
- Oyo – 3.6 million
- FCT – 3.2 million
- Katsina – 3.1 million
- Rivers – 2.7 million
- Delta – 2.4 million
- Bauchi – 2.4 million
Bottom 10 states
Per Nairametrics reporting, NIMC data shows the 10 states with the lowest NIN enrolment are
- Zamfara – 1.6 million
- Akwa Ibom – 1.5 million
- Imo – 1.5 million
- Enugu – 1.5 million
- Yobe – 1.3 million
- Taraba – 1.3 million
- Cross River – 1 million
- Ekiti – 971,712
- Ebonyi – 744,869
- Bayelsa – 583,323

However, with a government policy introduced in December 2020 mandating all mobile subscribers to link their SIM with NIN, many Nigerians are compel to enrol for NIN.
To address NIMC infrastructure limitations which had slowed enrolment for years, some companies, including telecommunication operators, were licensed to act as enrolment agents.
Abuja’s directive in April mandated telecom operators to bar outgoing calls from telephone lines not linked to NIN, affecting about 75 million lines.
Most affected subscribers were forced to go for NIN enrolment and link their lines to have them restored.
Other activities requiring NIN
Below are some other activities requiring the use of NIN, apart from linking it with SIM.
- Voter’s card registration
NIN is accepted as a means of identification for obtaining the Permanent Voter’s Card (PVC).
- Bank account opening and reactivation
NIN is used to access a wide range of services in banks and the financial services industry, from documentation for opening an account, identification for payment of second or third party cheques, to reactivation of dormant accounts.
- Consular services at Nigerian embassies
NIN is used as a means of identification of Nigerians to access services at Nigerian embassies and missions abroad.
- Passport
NIN is compulsory for anyone to obtain a fresh passport or renew an old one from the Nigerian Immigration Service (NIS).
- Driver’s licence
It is compulsory to use a NIN to apply for or renew a driver’s licence from the Federal Road Safety Commission (FRSC).
- Vehicle registration
Without a NIN, no vehicle registration or renewal can be done by the FRSC. No waiver is allowed.
- Government-related jobs and grants/loans
Most government-related jobs cannot be secured without a NIN. You need your NIN in the job application form.
- Admission to tertiary institutions
Most tertiary institutions, in addition to other means of identification, require a NIN to process admission and registration of new students.
