NIN enrolment notches 101.64m but slows down on monthly average

A total 634,603 new National Identification Numbers (NINs) were issued in July, marking a lull in enrolment on the National Identity Management Commission (NIMC) database.
Nonetheless, the figure raised the total number of NINs issued to 101.64 million as of July 25, from 101 million in June.
The July record is a slowdown on NIMC enrolment which had seen an average one million new intakes in past months.
Top two states
NIMC data shows Lagos maintained the top spot with total 11.07 million registrations, followed by Kano with nine million.
According to the National Bureau of Statistics (NBS), the two most populous states in Nigeria have maintained the lead in NIN enrolment since the beginning of the exercise.

World Bank target
Nairametrics writes the lull in NIN enrollment in July may further hamper Nigeria’s ability to meet the World Bank target under the Digital Identification for Development (ID4D) project.
Under the project, Nigeria is expected to issue 148 million NINs by June 2024.
But even with a previous an average one million enrolments monthly, Nigeria was not certain to meet the deadline now less than a year away.
The World Bank listed other ID4D targets to include the issuance of NINs to at least 65 million female Nigerians and 50 million to children under 16 years of age by 1 June 2024.
ID4D project
The ID4D project, which began in 2019, is financed through an International Development Association (IDA) credit of $115 million as well as $100 million co-financing from the French Agency for Development and $215 million from the European Investment Bank.
The World Bank, which facilitated the loans and monitors the project, has disclosed a total $35.6 million had been disbursed for it by April 2023.
The Bank said the objective of ID4D in Nigeria is to help increase the number of persons with a national ID number, issued by a robust and inclusive foundational Identification (ID) system that facilitates access to services.
