Nigerians on NIN database to increase with banks issuing card

Enrolment for National Identity Number (NIN) rose from 61 million in 2021 to 100 million by May 2023, according to former Communications and Digital Economy Minister Isa Pantami.

The World Bank anticipates the National Identity Management Commission (NIMC) will enrol 148 million Nigerians for NIN by June 2024.

Nigeria moved closer to the World Bank target under the Digital Identification for Development (ID4D) project as enrolment for NIN increased to 98.7 million in April.

The project estimates 148 million NIN enrolment by June 2024, a tight schedule which means an additional 49.3 million people to sign on over the next 13 months on the backdrop of an average one million monthly enrolments in the past year.

The World Bank listed other targets to include the issuance of NIN to at least 65 million female Nigerians by 1 June 2024 and 50 million to children under 16 years of age.

NIMC data does not show the number of registered children but confirms 42.7 million females enrolled for NIN by 28 April 2023, according to Nairametrics.

Other performance indicators

Other performance indicators set for Nigeria include:

  • Development of pro-poor functional public and private services employing  foundational ID system for authentication and service delivery.
  • NIN enrolment in rural areas.
  • Government personnel trained in best practices for legal and regulatory enabling environments for foundational ID, including privacy and data protection – achieved by June 2024.
  • Development of “a legal and regulatory framework that adequately protects individuals’ data and privacy.”

NIN enrolment down 41%

Enrolment for NIN had slashed 41.63 per cent year-on-year (YoY) from 8 million in the first four months of 2022 (M4 2022) to 4.67 million in M4 2023.

NIMC data confirms 8 million people registered for NIN in M4 2022, with total enrolment growing from 72.7 million on 1 January 2022 to 80.7 million on 23 April 2022.

Enrolment slid to 4.67 million in M4 2023 as the total rose from 94.03 million on 31 December 2022 to 98.7 million on 28 April 2023.

  • Lagos – 10.83 million. Retained the highest NIN enrolment although it only grew 3.8 per cent in M4 2023.
  • Kano – 8.67 million
  • Kaduna – 6.04 million
  • Ogun – 4.15 million
  • Oyo – 3.86 million

Bottom 5 states

  • Taraba – 1.44 million
  • Cross River – 1.13 million
  • Ekiti – 998,685
  • Ebonyi – 789,056
  • Bayelsa – 623,902
