Federal civil servants to pay N5,000 for promotion exams

Federal civil servants to pay for exam, must resign after three consecutive failures

Federal civil servants are now required to pay between N3,000 (junior officers) and N5,000 (senior officers) for promotion examinations to cover “the cost of materials and logistics” in a bureaucracy grappling with dwindling funds after treasury looting.

Newly appointed doctors, nurses, teachers, engineers, para-military and some other categories of professionals will write the “2023 compulsory confirmation/promotion examinations” from August to September, according to a memo from the Office of the Head of Civil Service of the Federation (OHCSF).

The memo, dated June 20, was signed by the Head of Civil Service, Folashade Yemi-Esan.

It was addressed to the Chief of Staff to the President, Office of  the Secretary General of the Federation, Chief Justice of Nigeria, Chairmen of commissions, agencies and parastatals, among others.

The memo said for senior officers, “a non-refundable examination fee of N5,000 is payable by each candidate as cost of materials and logistics/transport/venues for the conduct of the examinations as approved by the Federal Public Service Examination Board.”

Junior officers are quired to pay N3,000.

Statutory requirement for career progression

“The Head of the Civil Service of the Federation has approved the conduct/management of the year 2023 Compulsory Confirmation/Promotion Examination for newly-appointed administrative officers, foreign affairs officers, executive officers, police officers, paramilitary and other professionals in the Federal Public Service,” the memo added, per reporting by The PUNCH.

It explained the examination, which is conducted by the Career Management Office of the OHCSF, “is a statutory requirement for the career progression of all staff in the public service.”

The memo said the examination for junior officers will take place in all states of the federation between 22 August and 25 August 2023, that for senior officers between September 19 and September 22.

“Any officer who fails to pass the examinations after three consecutive attempts shall be required to resign or withdraw from the service in accordance with Public Service Rules 060203 and 060204.”
