Abuja announces successful first stage bids, more stages still pending

Abuja has announced successful bids for three of the four international airports in the first stage of concession that will hand them over to private firms for efficient management.

Aviation Minister Hadi Sirika disclosed the preferred and reserved bidders for the airports and cargo terminals, saying only three met the 19 September deadline.

He said the ministry is in consultation with the Infrastructure Regulatory Concession Commission (IRCC) and other stakeholders to map out the way forward for the fourth airport asset that failed to meet the deadline.

Sirika listed the preferred bidders as follows:

  • Nnamdi Azikiwe International Airport, Abuja – Corporation America Airports Consortium. Reserved bidder – ENL Consortium.
  • Murtala Mohammed International Airports, Lagos – TAV/NAHCO Project Planet Limited. Reserved bidder – Sifax/Changi Consortium.
  • Mallam Aminu Kano International Airport, Kano – Corporation America Airports Consortium. No reserved bidder.

Port-Harcourt International Airport did not meet the RFP deadline.

Other stages pending

Sirika explained this is not the final stage of the NACP programme as negotiations and due diligence are still pending.

“The Federal Ministry of Aviation reminds all stakeholders that this is a multistage process and as such this is not the final outcome of the NACP programme,” he said, according to The PUNCH.

“The next stage of the programme is the negotiations and due diligence stage, during which the Federal Government will invite preferred bidders to enter detailed negotiations with its representatives, with a view to developing a Full Business Case (FBC) before onward transmission to ICRC for review and approval.

“Only after successful conclusion of the negotiation and due diligence stage will the FBC and all other approvals be presented before the Federal Executive Council for final approval by the Federal Government of Nigeria.

“The Federal Ministry of Aviation encourages all participants who have responded to the RFP to ensure that they continue to refer to the NACP website www.nacp.aviation.gov.ng.”
