NIN enrolment down 41%

Enrolment for National Identification Number (NIN) slashed 41.63 per cent year-on-year (YoY) from 8 million in the first four months of 2022 (M4 2022) to 4.67 million in M4 2023.
Latest data from the National Identity Management Commission (NIMC) shows 8 million people registered for NIN in M4 2022, with total enrolment growing from 72.7 million on 1 January 2022 to 80.7 million on 23 April 2022.
Enrolment slid to 4.67 million in M4 2023 as the total rose from 94.03 million on 31 December 2022 to 98.7 million on 28 April 2023.

- Lagos – 10.83 million. Retains the highest NIN enrolment although it only grew 3.8 per cent in M4 2023.
- Kano – 8.67 million
- Kaduna – 6.04 million
- Ogun – 4.15 million
- Oyo – 3.86 million

National Identity Database
Diaspora enrolment grew 168.57 per cent from 152,441 in M4 2022 to 409,408 in M4 2023, according to the NIMC, per reporting by The PUNCH.
The NIMC said NIN will link all the records of an individual — demographic data, fingerprints, head-to-shoulder facial picture, other biometric data, and digital signature — in the National Identity database.
The National Development Plan (NDP) 2021-2025 seeks to boost the national identity national database by enrolling 100 million individuals in three years.
“Identity management has remained a tasking issue for several administrations. There is a paucity of data despite several agencies collecting identity data for their operations in Nigeria,” the government stated in the NDP.
“The latest of these is the Nigerian Communications Commission linking SIM registration data to the National Identity Number Database.
“NIMC plans to register an additional 100 million people in three years and has embarked on a massive registration drive. The plan is to enrol 2.5 million people monthly for the next three years.”
However, only 1.17 million people were enrolled per month across M4 2023, NIMC data shows.
VerifyMe Nigeria anticipates the digital identity sector will add about 7 per cent to real Gross Domestic Product by 2030.
It, however, stressed in a report the drive to grow the digital economy depends on investment in digital identify infrastructure.
